Explanation:
This term is completely unknown for me. I never heard any thing like this in Portuguese. Wouldn't it be the name of the organization? If so, it should be capitalized as all proper noums do.

Asker: Thanks, Daniel! It's not the name of the org though. I also have never heard of this. Maybe we need some "cariocas" to help! :)
