I would never use it as a noun, but as adjective in English, since it is originally an adjective in PT.

NOT "DIRTY-MINDED" AS A NOUN:
A native speaker of English would probably not be very inclined to say "he's a 'dirty-minded'" (as a noun), in the same way you might use the word "sofado" in Portuguese. It would be much more common to use "dirty-minded" as an adjective, e.g., "He's a dirty-minded individual." In contrast, a "lecher/lech" is used the same way as "sofado," e.g., "That guy is a real lecher/lech"; he's always checking out the women with this creepy look on his face likes he's dying 'to do it' 24/7."

Now that I´ve just received an "agree," I´ve had an opportunity to re-visit this question (and make a correction to my note above, i.e., "...like he´s dying to do it 24/7").
If "safado" refers to the infidelity as much as the sexual obsession, good optiond might include "two-timer", "two-timing" or "cheating" (e.g., "He´s a two-timing lech" or "He´s a lewd, cheating xxx").
The xxxx could be something like "jerk" or "prick" (with the last word having an especially relevant second meaning/use, at least in the US). :-)

Muito obrigado :-) "Lech" and "lecher" are used only as derogative terms. Another option in this context might be something like a "lewd ___" (to be completed with an appropriate, offensive noun). :-)
