Harashinmei what? This is the location of the Jamokamo Festival, so I assume it is a shrine, but is that correct?

It is a name for Shinto shrine as your guess. Actually 'Shinmeisya'(神明社) or 'Shinmei Jinjya'(神明神社) are nearly the same words for 'Jinjya'(神社), and there are thousands of shrines that are named as 'XXX神明社' elswhere than Hara, Namamugi-Tsurumi in Yokohama all over the country. The word comes from one of Shinto denominations. So I believe you can say it Hara Shinmeisya Shrine or Shinmeisya Shrine in Hara.
