I am only finding "bankrupt" for 破綻. It doesn't seem like the right translation for this context. I don't think I am understanding the meaning in this paragraph.
Any ideas?

I am only finding "bankrupt" for 破綻. It doesn't seem like the right translation for this context. I don't think I am understanding the meaning in this paragraph.
Any ideas?
