I don't really understand what a Commissione d'Agenzia is, or what it does! Can anybody shed some light?!

Hi! I recognise the piece of work you are doing even if you had not indicated the Agency name as I translated the contractual stuff with the Chinese co-producer/distributor.
Just for the record this is agency commission and it is different from an agency fee - take it from me I worked as an account director in international advertising agencies for 16 years!
Agency commission is calculated in two ways and is laid down by the Agency Associations of the countries in question - so-called AAs.
According to price lists - agencies earn 17.65% commission on all artwork and production materials - above the line media. This means a TV commercial production budget for example world 1 million euros should carry a mark up of 15 - 17.65%! think about that!
Agencies are also remumerated via a percentage of the media budget invested normally 15%. For example I have amedia plan of 6 million Euro invested in Rai and Mediaset, then the media will pay back the agency 15% of the amount that is invested with them - i.e. payment is not direct from clients by via media.
An agency fee is different; normally applied on an ad-hoc project basis or when an Agency thinks that the client may not go on air at all - so at least it get paid. Fees are also applied to all below-the-line projects - design - corporate image etc.
In practice - the agency commission is now highly negotiable and my be linked to payment-by-results benchmarks as was the case when i worked on Kraft for example.
