Leather goods: luggage
This seems to be the name of the place where the handle is fixed to the luggage:
"La signature de la poignée réside dans le galbe de l’« enchape » c’est-à-dire la base de la poignée fixée au corps du sac."
This term is used in wine-making also, from what I've seen, but that's not much help here. I've found various references in French but no English equivalent: help! (please)

Here's another example, with images:
Measuring 43.5” long and 3.75” wide, and fashioned of a single layer of heavy tan canvas, the girth features leather buckle chapes at each end, each chape securing two nickel steel buckles. The buckles are the same buckles used on the standard, regulation Model 1916 Girth. The girth is also fitted with two “D” rings secured with leather chapes to which the tie-down straps on the cantle bags would be buckled.
