tutelle a priori

French to English Other Government / Politics
This appears to be, if not a widely used term, then at least one that is not unique to my current text. Is there an English equivalent for this? If not, my rendering would probably be "a priori trusteeship" but I am not sure how it fits in the context. This is a report on public service funding in Tunisia. Thank you!

Dans un premier temps et en attendant l’adoption de la nouvelle Constitution :
d’abord, libéraliser les dispositifs :
abandon de la tutelle a priori pour le budget, la planification des investissements, les recrutements, voire les salaires,… et les emprunts (au moins en monnaie locale)
la tutelle aurait un mois pour faire ses observations (qui se compare à 15 jours en France) ;
favoriser le contrôle local par une assemblée de sages, ou de représentants de la société civile ou tout simplement un Conseil local économique et social (CLES) devant lequel le budget et le plan d’investissement seraient présenté pour avis ; ceci assurerait un minimum de transparence ;

That is what the IMF does and did in many developping countries: monitoring their fiscal budget under the so-called rescue lending programs.

ANOTHER ALTERNATIVE to monitoring (the budget) is "guardianship".
So
abandon de la tutelle a priori pour le budget, la planification des investissements, les recrutements, voire les salaires
"eliminate previous guardianship of budget, investments allocation planning..."

Of course, Writeaway, see above. As I have written a lot about it I am sure of the translation.
disagree Daryo : it's more than just "monitoring" and it's done by the State represented by the "autorité de tutelle" who can do much more than "monitor"; the "autorité de tutelle"can wade in and do/undo whatever it deems appropriate.
