This appears to be, if not a widely used term, then at least one that is not unique to my current text. Is there an English equivalent for this? If not, my rendering would probably be "a priori trusteeship" but I am not sure how it fits in the context. This is a report on public service funding in Tunisia. Thank you!

Greece is only one of the challenges facing the eurozone. Spain and possibly Italy are expected to apply for financial assistance. The size of these countries’ economies will make their programmes harder to draft, monitor and implement. As many eurozone officials have acknowledged, the IMF’s involvement is crucial if these efforts are to succeed. It is essential, therefore, that a collaborative relationship is restored between the two sides. Europe should welcome the fund’s advice, not push back against it.

: it's more than just "monitoring" and it's done by the State represented by the "autorité de tutelle" who can do much more than "monitor"; the "autorité de tutelle"can wade in and do/undo whatever it deems appropriate.
