Here is what the Wikipedia article on paint has to say about fillers: "Fillers are granular solids incorporate to impart toughness, texture, give the paint special properties, or to reduce the cost of the paint" and later: "Fillers are usually cheap and inert materials, such as diatomaceous earth, talc, lime, barytes, clay, etc. Floor paints that will be subjected to abrasion may contain fine quartz sand as a filler."

Here is what Dicobat says for "charge pour les peintures" : "matériel inerte qui sert à épaissir une peinture". "Extender" seems to be the official term (Termium). GDT gives the above definition (as in Dicobat) for "filler", however "filler" also refers to the pigment, which is different from 'la charge'. So it's perhaps best to use 'extender' so to avoid this possible confusion.
