The question could read "mettre au ban des portefeuilles", in which case my answer would be the samae
Should we ban (or perhaps more like "restrict", but let's stick with the original) portfolios when ...?
You could also say "place a ban" or "place restrictions", but the second of these isn't exactly a ban.
I suspect that "restrictions" are closer to the intended meaning than "ban", but that would be going well beyond translation.
