"Faut-il la mettre au ban des portefeuilles alors que certains gérants ont réalisé des performances à deux chiffres..."

The sentence before (as in my previous question) is "L’Europe de l’anémie et des pays à risques rebute"

Faut-il la mettre, the "la" refers to "l'Europe" here doesn't it, so it would be "Faut il mettre l'Europe au ban des portefeuilles" does this make sense?

ban portfolios

The question could read "mettre au ban des portefeuilles", in which case my answer would be the samae

Should we ban (or perhaps more like "restrict", but let's stick with the original) portfolios when ...?

You could also say "place a ban" or "place restrictions", but the second of these isn't exactly a ban.

I suspect that "restrictions" are closer to the intended meaning than "ban", but that would be going well beyond translation.
