You do NOT, under any circumstances, go inside the cage until the power is locked off and you have some sort of proof of that fact. If there is a big capacitor involved, it may have to be dumped and earthed too but that's not part of the supplied context. SIDE = Switch off, Isolate, Dump, Earth. The first two are covered by "condamnation".

Yes, as Tony and Chris have pointed out, this may not be called an "authorisation" but possible a certificate (my personal favourite) or something else or it could even be a physical token or tag. The point is that the power is locked off and they have some sort of physical proof.

While the token *could* be the padlock key, I doubt it in this case. If it was, the notice would probably say so explicitly.
