Context: " Vu le decret No. XXX-XX du 3 aout **portant reforme du** Baccalaureat de l'Enseignement..." So far, I'm going with "Decree No. XXX-XX, dated August 3, concerned with educational reform in relation to the Bachelors Degree...Do you agree or do you have a better way (perhaps more parsimonious) of expressing this? Many thanks for your input.

Considering the Eductional Act, reforming the A-level ...

But it is only a guess as to the "considering" as the previous context is missing; yet "Baccalaureat de l'enseignement supérieur" is A-level in the UK, and not a BAchelors degree.
