Although I've posted "antérieurement", it should be clear that I'm asking for suggestions for decoding the entire phrase!
The quality of the French is, er, surprising ...

It does sound odd, perhaps contaminated by Portuguese, but the meaning seems clear.

in my opinion, the french sentence is not correct it might be:"doté d'infrastructures le quartier est conforme aux nécessités et aux objectifs antérieurement définis: améliorer le niveau de vie des populations de la ville de Bissau.
Example sentence:

provided with infrastructure in accordance to the needs and objectives previously stated or established
