I think it means a canvas advertising banner. Here is the original text (I assume): http://www.schl.ch/medialibrary/website/dg_loc_commerciaux__...

It refers to the size, text and colour of the "toile de tente", which I think would be less likely if it was just an awning.

Can't see why someone would want to erect either a sign OR a tent - maybe a little more text to put this into context?

I'm presuming this is a commercial property and the sentence refers to a sign or an awning being erected.
