I'm not sure about the meaning of "under bond" and "onforwarded" here.

Okay, so I'll explain it...
Alternatively, supplie*S* may be sent under (customs) bond for clearance at the final destination, or be cleared at the point of origin, then forwarded.
Where goods are subject to customs charges or duty for export or import, they may be sent without these charges having been paid, under an arrangement know as "under (customs) bond". In this case, they would be cleared by the customs authorities at the destination, and the charges paid there. Otherwise, they may be "cleared" for dispatch by the customs authorities at the point of origin, and the customs charges, duties etc., paid there.

It's to do with taxes/duties that are payable as good are imported/exported. If the goods are sent "under bond", the duties aren't paid on importation, but a "bond" is taken out guaranteeing that amounts which are eventually due will be paid. It's similar to holding things in a bonded warehouse. The tax is paid at the final destination - that's the "clearance" referred to in your text.
The alternative is to send the goods through customs when they first arrive and pay the tax due then - that's the "cleared on the spot".
