The context is as follows:

Visual grading of lumber for structural applications uses the size of knots and their location along with other factors such as slope of grain, shake, splits, unsound wood and wane to assign an individual board to a grade category. The grade categories are based on the average influence of these knots and other characteristics in terms of the strength of the boards in that grade category. Physical small batch sample testing is used to verify the actual strengths.

Overall the visual lumber grading systems are qualitative and reflect averages of boards over quite long time period.
Wood from a particular species or species group will vary in actual strength depending on the tree characteristics, genetic variations and climatic and growing conditions.

Question: How to interpret the meaning of 'averages of boards over quite long time period'? Does it mean that the boards have been felled and dried for a long time or does it mean that the empirical estimation of board grades?

the typical/normal quality of boards...

Undoubtedly it refers to the empirical estimation of board grades.

analysis includes data gathered over time

the first paragraph explains how lumber is graded visually; grade categories are assigned using knots among other factors. These factors are averaged in order to estimate strength. Samples are tested to verify strengths assigned to any given category.

Board is one piece of lumber; these recorded (strength) averages are collected and the data is statistically examined over time.

Perhaps this is to avoid influences of seasonal rainfalls, for example.
