this is an item in the T&C of an employment contract of a First Officer in service at the Flight Operations Department of a famous airline.

"You will receive Flying Pay at the rate of XXX per eligible block hour when on the Duty Roster. Flying Pay is reviewed annually".

Is it a sort of indemnity/allowance?

I think this is the same as 'flight time pay' and you are right it is a kind of allowance.

Flight time pay, where a captain earns another $16.26 per hour for every hour they’re flying.
