...gave them (the little girl skaters?) a spin? Does it just mean they told them to skate round the rink, or was it a more exacting test?
Please can you clarify the meaning?

"se prítomním rozhodčím protočili panenky" - this would be something like "they have been bowled over"
it's an idiom, however, in your context it looks like it's a kind of pun...
