I agree with willwang, except for minor modification. It refers to the principle of "only incoming and no outgoing" for document transmission.

Some explanation for the Client choice of this term 只进不出 instead of 只进. I have extensive experience in document management for a very large project lasting for years. I think the reason why the client restricts the rule to 只进不出 is there is another alternative of the document, thta is, 会签. In that case, the document is only circulating to seek opinions, neither incoming only nor outgoing only. I think this might be a further consideration. We cannot blame the client has a mistake of choosing terms, I think.

Thank you for your caution, Kerong. I think it to be the comments on the Chinese term, the client may evaluate if it is necessary to change the Chinese term to 只进 instead of 只进不出. Otherwise, it is redundant. Thank you again.
