I don't know whether this applies here. Het 'scheeps-, regel- en installatiewoordenboek' geeft:
oplopen = overhaul
een schip oplopen = to overhaul another vessel
Hier is het duidelijk een overgankelijk werkwoord.
Probably they mean the ship is anchored, but drifting and overhauling another anchored vessel?
