Что-то у меня на уровне нутра подозрение, что это просто шапка документа, стандартный бланк, где орлы и прочее. А ниже уже идет остальное. Кроме того, я в поисках находил пару примеров, когда с подобной шапкой ss., а потом еще State Seal где-то в середине или в конце. |
