neutral  philgoddard: No, I think "bij" means "by way of".

  -> Re Barend's passage, I think you are reading "waneer" as "when". I am reading it as "if". It is annoyingly ambiguous. I chose "if" because we don't know whether the Court will proceed to make any change at all. The Kudoz question has even less context.
