I would like to know the best translation of this phrase from American English into Chilean Spanish.

Colleagues from Spain, feel free to send me your suggestions as well.

It's a translation about the food industry for Chileans and Americans readers. Is okay to translate as el CBP tiene la autoridad de mitigar?

Según la RAE, mitigar significa moderar, aplacar, disminuir o suavizar algo riguroso o áspero.

Creo que reducir o disminuir son mejores en este contexto.

el CBP tiene autoridad para rebajar

La traducción propuesta es correcta, pero en este contexto el sentido más exacto de "mitigate" es "rebajar".
Por otra parte, recomiendo omitir el artículo (la) delante de autoridad y sustituir la preposición "de" por "para"

Quedaría así:
"... tiene autoridad para rebajar o cancelar"
