I am struggling with pelle opaca. I translated pelli spente as: dull skin, but in this case, opaco does not mean matte, which would a positive effect. Would translucent skin work?

it means that opaco is usually translated as matte, which is "a good thing" when it comes to cosmetics, in this case, opaco has a negative meaning.

"Dull and lacklustre skin" - as Phil states below, we would not normally repeat skin twice.
Example sentence:
