El enunciado es perfectamente comprensible. En todo caso, sobraría la coma después de “participating” y faltaría la coma después de “state”.

disagree  Jennifer Levey: Your statement about the commas is incorrect and actually makes it more difficult to understand. The comma after 'participating' should be moved so it follows after 'in', and no comma is needed after 'state'.
