@ Asker In EN, we can't say "waivered' — it might have had a special 'waiver', otherwise we would have to say 'waived'; but you can't really say it that way round in EN, because after all it is not the 'pass' that is being 'waived', but rather, the tough requirements etc.

@Lara Yes, that seems to be it! I'm not sure the "special" is necessary, but adjudicated pass seems to get lots of hits in the right context. I wouldn't have come up with that term as I'm not sure we have an equivalent in the US system, but I found several examples from Canadian schools- https://www.bcit.ca/files/pdf/policies/5103_pr1.pdf, https://www.lawsociety.bc.ca/support-and-resources-for-lawye... etc. (You can search "adjudicated pass" to see how it's used in context.)

@ Melanie So like a kind of "special adjudicated pass" or something. I know we have a word for it in UK. Can't remember it, "special approval" or something?

FWIW These regulations are in English and mention "resitting exams" in order to pass/obtain credit for a given class....

...but this reference seems to indicate that a "délibération spéciale" can require a student to submit a 'dossier' (rather vague) in order to pass a class/earn the credits/pass their year if their grades are not otherwise good enough.

Meaning, translation, or both? I'll leave you to find the translation, but if it is the meaning of the French that is troubling you, try this:

La DÉLIBÉRATION SPÉCIALE se déroule à la fin de la séance de délibération générale de fin d’année pour statuer sur le sort des étudiants ajournés menacés d’exclusion. Ces étudiants sont soit rachetés, le relevé de note portera alors la mention« Rachat après délibération spéciale », soit exclus.

Admission - Le jury délibère par semestre. Le jury peut procéder à une DÉLIBÉRATION SPÉCIALE (DSJ), laissée à son entière appréciation, afin de permettre la validation du semestre par un étudiant qui n’aurait pas obtenu le nombre de crédits nécessaires. La DSJ validant le semestre, donne lieu à attribution des 30 crédits européens correspondant.

Et le sésame !
Le jury dresse un procès-verbal sur lequel est porté le résultat obtenu par chaque candidat ainsi que la décision du jury : admis, ADMIS PAR DÉLIBÉRATION SPÉCIALE ou ajourné.

Searching the web for "délibération spéciale" and "special consideration" in the academic contest yields similar results: these are situations when the student was not supposed to pass under the regular criteria but a pass was nevertheless granted due to special circumstances. Such a pass may count towards the degree requirement but not towards any special benefits (such as a simplified admission to the next higher study program at the same institution, etc.)

agree Daryo : that's the idea // "special" in the sense of "making an exception to the general rule", those "passed on special consideration" are hardly "special" in the sense of being "especially brilliant students".
