Les réductions d'effectifs prévues seront obtenues en partie en s'abstenant de pourvoir aux postes devenus vacants, et aussi par les "pertes" normales de personnel (telles que les départ à la retraite, les changements d'emploi) mais malheureusement ....

Technically, what they call "redundancies" in this ST are in fact "downsizing targets" / "planned reductions in numbers of staff", which includes also methods OTHER than proper "redundancies" (term which covers ONLY the case where the employee can and wants to stay employed, but the employer considers that less employees are needed).

disagree  Goumiri Abdennour: Le début de la phrase n'a pas été traduit. Par ailleurs, "devenu" est superflu ici et sous-entend que ces postes étaient pourvus par le passé, ce que ne dit pas le TD. Enfin, il y a une nuance entre pourvoir un poste et pourvoir à un poste...
