agree  Susan Starling: Agree with "state authorities/agencies. But def. not "technical" and even "specialist" etc. is somewhat misleading IMO. "Fachbehörden" is just a DE way (that we don't have in EN) to avoid having to list the specific agencies - be they building, tax, etc.

agree  Susan Starling: I like how you've phrased this; no need to specifically translate "fach". BUT it should be the "relevant *state* authorities" (or "the relevant authorities in the (Bundes)Laender) because they're contrasting the Bundesebene with the Landesebene.
