personally identifiable cookie
"Login cookies TIED TO A NAME, ACCOUNT NUMBER, OR PERSONAL E-MAIL ADDRESS are considered PERSONALLY IDENTIFIABLE."
"Some of these social networks may be able to track your visit to the website (or any site that uses the widgets) because when you visit a social network, it may place PERSONALLY IDENTIFIABLE COOKIES in your browser that are then transmitted back to the social network when you visit other sites that use that network’s widgets, even if you do not click on or interact with the widget."
"Essential cookies – PERSONALLY IDENTIFIABLE COOKIES
We may store essential cookies on your device. This type of cookie does not collect information about you that could be used for marketing or tracking, but is used to enable essential functionality of our site in response to your actions when you visit it."
[the same site also describes different kinds of 'anonymous cookies'; other sites refer to ' non-personally identifiable cookies']
But what do I know?

: This seems more likely to me, but I think you need references tying the French to the English.

personalization
I link nominative cookies to personalization, since I don't find any direct reference to 'nominative cookies'.
