agree  Andrzej Mierzejewski: Thx for finding the full expression but I need to say that "udzielanie zakupów" sounds ridiculous to my ears. Probably the Polish bureaucratic newspeak at its top. ;-)

  -> Zgadzam się, że kolokacja "udzielać zakupów" brzmi co najmniej dziwnie, ale najwyraźniej korpoludki jej używają. Natomiast "udzielanie zamówień" jest w pełni prawidłowe i utrwalone.
