This is from a scene in a script. A young man has killed a woman in an automobile accident. The court officer (the clerk) reads the report:
OFICIAL JUDICIAL
El menor declara no recordar lo ocurrido previo a su desamayo.
En las inmediaciones de la intersección citada, fue encontrado el cuerpo sin vida de un femenino.
El reporte de la morgue judicial identifica a la víctima como Ángeles Calcedo, mujer, 34 años, soltera...

And then says:
El fiscal a cargo, Dr. Suarez, ha solicitado a este tribunal la concurrencia de peritos forenses para determinar las causales del deceso, que serán establecidas por la fiscalía en turno.
El implicado continúa detenido, con inminente asignacion a un Instituto de Menores.
La misma será confirmada, a la brevedad, a su representante legal.
Se da por terminada la lectura de la declaración.

Could this be "the arraignment is over"? But not charges are announced.

Even if no formal charges are filed at this point, I think the term "complaint" fits nicely in this context.

See the following definition:

"A state prosecution usually begins after a police officer arrests someone and presents the case to the prosecution. The latter then files a complaint, which charges the defendant with the relevant crime(s). So begins the legal process.

A complaint typically lists:

the defendant
the date of the alleged offenses
the alleged offenses (including the relevant statutes, and whether the violations are misdemeanors or felonies), and
some kind of description of the alleged facts underlying those offenses".

Explanation:
If it were a witness statement > 'El menor declara...', it would be a proof e.g. of evidence or a deposition oft used like an Affidavit, but the question does open with a reference to a clerk's report.

BTW, it's desmayo - a fainting fit - rather than desamayo that I had been 'dismayed' to be unaware of....
