Either way, the text is broken in a way that has nothing to do with dialect. It does not exhibit (as written in the question) any location-specific characteristics or any signs of ethnic vernacular characteristics. As a written text, it is broken beyond the boundaries of any known ethnic or geographic variations. Nobody English-language speaker would say or write, "lots of the good growth." And there is no such thing as "per capita APR."

If this sentence was transcribed from a recording, then either the transcription was faulty or the speaker did not intend his/her discourse to come out in full sentences ready for transcription. When people speak casually, they often begin a sentence, break it off midway, and then veer sideways into a different thought process. This happens in every language. Whatever happened in this case, the phrase "at a full" has no legitimate place in this sentence.

The text is broken It is written in non-standard and inferior English. The English is not just non-native, but severely deficient. It not only reads foreign (and funny), but also shows no effort to at least make a coherent sentence. The phrase "at a full" in this sentence makes no sense, and it makes no sense to try to translate it. I would return it to the agency/client as untranslatable.

I would also do something else: when posting just one sentence as context, I would include some additional information about the nature of the document. We know it is financial, but, considering how limited the sentence is (and how sorrily broken), additional information would be helpful. What is this material? It seems to be promotional in nature. Is it for a bank? What is the bank promoting? Is this about loans, savings plans, investment opportunities, or something else. Every little bit helps.
