The mutasarrif ilayh is the person who may have benefitted from the illicit transfer of property. They acted in good faith, but may not seek recourse against the creditors. That is what I understand now - which is progress!

Is there a recognisable party role (e.g. 'debtor') forming a pair with المتصرف or one than could be easily invented ('the party against which the legal action is brought')?

Following the issuance of the judgment for opening the composition proceedings, the debtor may not hold a composition or pledge of any kind or make an act transferring ownership that are not required for his ordinary commercial works, except after obtaining permission from the composition
judge. Without prejudice to the rights of the bona fida party disposed to, all
acts otherwise carried out shall not be binding upon the creditors.
ولا يجوز للمدين بعد صدور الحكم بافتتاح إجراءات الصلح أن يعقد صلحًا أو رهنًا من أي نوع أو أن يجري تصرفًا ناقلًا للملكية لا تستلزمه أعماله التجارية العادية إلا بعد الحصول على إذن من قاضي الصلح، ومع عدم الإخلال بحقوق المتصرف إليه حسن النية، لا يحتج الدائنين بكل تصرف يتم على خلاف ذلك.

يا سلام! I am impressed at how you managed to obtain the English text of this law, as the Ministry Portal does not seem to allow it when I type in as www.jp.gov.eg/ar/books I do note, that there are some things in the translation that are questionable. 1) I believe it is bona fide, not bona fida, and 2) please could you explain how احتج can be translated as "be binding". Surely "object" protest" remonstrate" or similar would be better? I would appreciate your wisdom on this.
