Building construction contract.
I suspect the author has invented this term, as it were, as I can find it nowhere in relation to Construction.
What would be an appropriate solution?

It is a very common term in the south of Spain. It means a building that is structurally finished, but not on the inside, often without interior walls even. Just the basic shell.
