How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

: That's generally the meaning, though do note that in this particualr instance, it may not be safe to assume there is any actual "welding" involved.

Discussion
It refers to the manner in which they are made, by being bent, folded, etc. from basically flat metal sheets — as distinct from other fabrication methods such as casting, forging, or machining.
Note that very many 'fabricated' items will of course also involve welding the initially 'flat' components together, this may not necessarily be the case, as indeed seems likely to be the case here.
