I used to work at a German-English international school, and that was what "Jahrgangsstufenkonferenzen" were usually called. Sometimes we also said "year 8/9/10" etc.
So the decision was made at the conference for grade/year 11 that the respective student would move up to year 12.

11th grade promotion and retention meeting
Each grade level has its own meeting to decide on student promotion or retention. Conference might work, too, although that's often associated with parent-teacher conferences in US English.
Discussion
As with all education questions on this site, there needs to be a clear policy on American or ROW (Rest of the World) terminology. For example, 'grade' which means a year group in the USA but an exam or report mark in the UK.
