I also suggested "socialist-era" in my response to Frank's comment. Now I see Frank has used it in his answer. The abbreviation PRL says nothing to foreign ears, except for the initiated ones.

I think that socialist may mean more than PRL. Also, I believe the housing was built during the PRL times, it is just that the people are still living in it.

: Chodzi o siedle zbudowane w czasach PRL. AFAIK angielskie "post-" może znaczyć i "w czasach", i "po czasach" (np. the post-Kennedy era U.S. foreign policy), dlatego ta odpowiedź jest IMO lepsza.
