下記のような規定での instruments は一般的にどう訳される
でしょうか？ 「書類」だけでは物足りないような気がするの
ですが、「法的文書」として良いでしょうか？
適訳がありましたら教えてください。

この言葉は応用範囲のひろい言葉です基本はご存知のとおり「用具」、ですが、法律環境では最初のものになるでしょう。金融用語としてはあとのふたつのような訳になります。例としてnew instruments新商品 insturment of credit信用証券など。
ですがここでは会社のシール（日本なら印鑑）を貼付するということですから、証書のことでしょうね。
