Discussion
Actually I now see that this project seems to be a new project which has been discussed recently in the parliament (see the link above), separate from the ongoing AIDS program in Saudi Arabia; thus it is perhaps better to have the more literal translation for this new project, as Morano originally submitted in her answer (Prevention System Project).
