this should have been En> En I think as you are asking what she says on the video. The speaker says she uses a "cake decorator"(obviously her own term) or "a knife" to do the "frosting" (US English) =icing (UK English)

Anyway the corrct term for this is: pastry bag (US English)
or piping bag (UK English)

Most professionals use a bag rather than the metal or plastic tubes with a plunger known as icing syringes or (cake decorating/icing) guns which are in the video as "cake decorator". Also, the "knife" is a "palette knife" (UK) or "spatula" (US). But the video is quite relaxed so it's perfectly fine that she is using easy-to-understand English.
