Background: The Federal Government and Laender have a monopoly with regard to running lotteries. They want to prevent private providers from running "secondary lotteries", i.e. betting on the outcome of their (the primary) lotteries. One of the main arguments for this attempt is curbing gambling addiction.

"Damit erweist sich das Verbot von Zweitlotterien als ungeeignet, die Ziele der Eindämmung der Suchtgefahr durch das Lottospiel zu begrenzen."

I think the author has made a mistake here -
either
we want to achieve (not restrict) the curbing of the risk of addiction

or
we want to restrict the risk of addiction

I have included a translator's note to this effect - but maybe I am missing something?
