I first just thought it was "blame" but it seems that it just means "focus on" since in the following sentence it says "sans jugement ni complaisance"...
She met these parents with the obvious goal of focusing on the parents...
probably a stupid question, but I've never seen this form used before.

Discussion
"Objectif assumé" does not really mean "obvious". Like the expression "assumer son choix", it means something she assumes, something she takes responsibility for. Such was her intention.
So, CS went to meet these parents with the intention of focussing on the, rather than on their children.
