French term or phrase: arceaux cadenassés
From a lease agreement.
This is something a building tenant can install in their parking area if they want.

I can't find a direct definition of this, but based on my google images search, it seems to be possibly one of those bike racks with U-shaped arches, or maybe some sort of loop that is itself the lock?

"Un projet de signalisation et d'installation d'***arceaux cadenassés*** sur les emplacements devra être soumis au bailleur par le preneur pour validation."

Explanation:
I'm not sure how important the "cadanassées" is as I don't think they come without locks. But you could add "with padlock".

agree  Tony M: 'cadenassé' is quite important — it means each tenant can fit their own padlock, as distinct from having a self-locking device, where it would be a nuisance trying to replace special keys via the landlord. See your ref.

-> Thanks Tony. The locks of the ones I knew in France were always having to be replaced. In the end they were just left down. So I see your point!

agree  B D Finch: You can't lose the keys if you get a combination padlock.

-> Thanks. Must be the way to go for those who can remember numbers. Me, I'm more likely to remember where I put the key.

This is a type more common in France, which also helps explain the notion of 'arceau' better:

agree  B D Finch: Using a padlock would allow for a combination padlock, with no keys to get lost.
