One of a number of contracts/agreements listed as part of those authorised under the power of attorney. Never heard of this particular one before, but there's an explanation here:

Looks to me like some kind of collateral arrangement, but I can't find a translation, confirmed or otherwise.

Explanation:
La venta en garantía se configura por la doctrina jurisprudencial en España como aquella relación jurídica en virtud de la cual una persona (fiduciante) transmite en propiedad un determinado bien o derecho a otra persona (fiduciario), pero no con intención de transmitirla sino con el fin de garantizar el pago de una deuda contraída y, por ello, con la obligación por parte del fiduciario de retro-transmitir lo adquirido a su anterior propietario, una vez que éste hubiera cumplido la obligación asegurada (pactum fiduciae).

Asker: Thanks David, but as I look at this description, it occurs to me that its something like a pawnbroking arrangement. I think the "venta" part is misleading.

Maybe. The description of an installment sale contract (property given to buyer but not the title until after a series of payments are completed) match partially with that of a venta en garantía based on the wiki page.

B. Types of Sales Contracts
The Act defines an "installment sale" as a contract in which the seller transfers tangible personal property to the buyer, receiving in return part of the purchase price. The buyer, in an installment sale, is obligated to pay the deferred balance within a period
greater than three months and in a series of installments as prescribed by the government. The tangible personal property, of course, must be one of the types included within the scope of the Act. From the Spanish jurist's point of view, the installment sales contract is a curiosity because it has legal validity for purposes of
the Act only upon delivery and partial payment; installment sales contracts thus depart from the usual promissory nature of contracts. This curiosity is due both to consumer protection motives and to the desire to accommodate economic regulation of installment sales transactions.
