This is a very contracted statement, could perhaps a Japanese speaker write the kanji-string in clearer terms? The relationship between the parts of this long string of kanji confuses me.

Most likely, this is to cancel a cancellation of automatic fund transfer arrangement. If it is to undo a cancellation of a one-time only fund transfer, I don't think they use the expression "振替停止設定". It connotes that an arrangement had been previously made to transfer fund automatically, but such arrangement has subsequently been cancelled and now they want to reinstate the arrangement.

Actually, it's the use of 設定 in 振替停止設定解除 that suggests an underlying automatic fund transfer arrangement.

Another reason for my assumption is that they used 設定解除 instead of 取消. I can't think of an occasion where a bank would undo cancellation of a fund transfer set-up if it's not about cancelling a suspension of a long-term arrangement.

A setting would have been made in advance stopping an earlier setting of transfers (this could be, for example, monthly transfers, etc.) The present transaction if for voiding that setting (which means that the transfers will be made as before, or as has been set in the transfer settings). Hope this clears up the sentence.

I’m not sure, but this context seems part of the instructions of Internet banking.
A bank account holder who has set up/pre-authorized automatic payments to a specific payee might sometimes want to stop the transfers for a time. She would login to her account and disable it by editing the setting (perhaps just ‘clicking’). When she decided to restart the transfers later on, she would edit the setting again. The transfer date and amount would have to be entered anew, which makes the 解除取引 of the 振替停止設定 sort of rescheduling the automatic payments to the same payee.
At other times, the bank customer might want to remove the automatic payments to the payee for good when she no longer needed. Then she would remove the payee (登録振込先を削除する) instead of disabling the automatic transfers.
