In architecture, "lámina" is a very usual word to refer to an extense sheet of paper that holds the draft. (We also use "plano" as a synonym.)
So, as I said in the discussion entry, I assume they use the same block number for the sheet where it's drafted.
I'd go for

Translaiting "parcela" as "plot" or "lot" would depend on what the correct legal term in documents in the target country is.
