Russian to English Social Sciences Psychology mental testing of children
This research encounters the paradox that children who test well on higher mental functions before they go to school (В-группа) improve less at school than those who start out lower (Н-группа). С-группа is composed of those in between.

Приведем пример из нашего нейропсихологического обследования. В индекс оценки произвольной регуляции входит параметр «наличие **считывания деталей обстановки**» при выполнении теста на свободные ассоциации. Дети называют детали обстановки вместо того, чтобы самим активно придумывать новые слова. Дети В-группы в первом классе **допускали считывание** в 7.4% случаев, во втором классе — 14.8%, в третьем — 51.9%. В С-группе находим соответственно 6.5, 16.1 и 29%, а в Н-группе — 3.8, 26.9 и 34.6%. Именно в В-группе ухудшение было максимальным....

I've tried every meaning I can think of for считывание (in both instances above), but can't squeeze any sense out of it.

bad It's bad, because it's distracting them from the task of free association (Дети называют детали обстановки вместо того, чтобы самим активно придумывать новые слова). This all seems odd, because free association is normally associated with Freudian psychoanalysis, but this is Lurian neuropsychology. So it is unclear to me what the free association is supposed to tell the researcher about the kid's higher mental functions. The concept is not elaborated here. The situational details are in any case irrelevant to the word that the kid is supposed to free-associate to. As in my example above, "rabbit," if the kid says "window," then he's picking up situational details; if he says "carrots" or "soft," then he's doing what he's supposed to do, I suppose.

picking up situational details - good or bad? Not sure that being aware of (picking up, cueing off) "situational details" is supposed to be bad, as in letting your mind wander. Isn't sensitivity to situational details supposed to be a sign of good mental function? - See examples: https://www.google.com/?gws_rd=ssl#q="situational details"
On the other hand, I have no idea what a "free association test" looks like.

exactly. i guess that's how the human brain works. it becomes lazy, and doesn't want to create, when there's some ready-to-use material around

Casablanca... Yes, I know the film! But this sounds so weird. If I give a child the word "rabbit," for example, and he is supposed to free associate, why in the world would he look for clues in the surroundings? These are children aged 6-8, they're not toddlers barely learning to speak. And furthermore, the study shows that the problem gets worse as the children with the highest mental functions in first grade grow older. Makes no sense to me. (Of course, a lot of things don't make sense in life, including in academic psychology.)

No, they look for clues in the surroundings. as in 'the usual suspects', if you've ever watched this. it's actually the very best example of "считывание обстановки"

It seems like... ...what it really means is that the children "are letting their minds wander" instead of focusing on the task of coming up with new words in the free association test. But that's quite far afield from the literal Russian text. Any thoughts?

second usage? What about the second usage, "допускали считывание"? I'm not sure whether the children are "allowing" or "being allowed" to do whatever it is they are doing in 7.4% of cases; I can't see how "scanning for/picking up" would fit. In other words: what the heck are they doing with respect to the "free association" task?

recalling details of environmental context

this topic is about experiments in Cognitive Psychology; namely observation and quantification of the context- dependent memory through observing recall and naming environmental features, as against using new words (see your quote). Environmental context in this case is a specific setting for the experiment, otherwise context will do.
Example sentence:
