it's a letter written by a lawyer so i have to use plaintiff I suppose ....

Would need more context to choose the correct term. E.g. What kind of document is being translated?

Is this just a letter being sent to refute the person's claim or is it part of a more formal legal process? I believe plaintiff would be used when a civil claim (i.e. litigation) is involved. While conceivably, the other two terms could be used in other situations.

yes it's a civil claim .....
