Discussion
"Positive supply voltage" means that the supply voltage is positive as measured to the ground, i.e. the negative pole of the power supply ist just the ground and the supply voltage wire comes from the positive pole.
I get a lot of Google books hits for just "positive supply voltage", e.g. "when the circuit has a positive supply voltage" in https://goo.gl/quh63K
