"Abzug" appears second time in the Text: "Die Chemikalienabfälle werden in HDPE-Kanistern gesammelt, die auf einer Auffangwanne unter einem Abzug stehen." It refers to the same thing apparently.

Difficult - more context? Abzug is one of those German words with several different possible meanings in English (another one is "Aufnahme"). You may find the answer later in the text. In this case it could possibly be "vent" in which the activated carbon filters are placed, but without appropriate context information, that is not sure.
