Hello everyone,

Foreign nationals and stateless individuals are extraditable for crimes committed abroad. Paragraph 1 of the same article reads that XXX nationals and stateless individuals permanently residing in XXX who committed crimes abroad are subject to criminal liability under XXX law, thus establishing the nationality principle for exercising jurisdiction. Thus, XXX establishes territorial principle of jurisdiction over crimes committed fully or partially on its territory. It ***opts out of the possibility*** to extradite own citizens for crimes committed abroad, while exercising nationality principle of jurisdiction in such instances. It allows discretion in extradition of stateless individuals and foreign citizens who committed crimes abroad, if an international treaty governing the extradition exists.

Does "opt out of the possibility" mean "exclude the possibility"?
